【USR Hub】"Taipei City University 1+101" Taipei Net-Zero Collaboration Platform Project - Environmental Sustainability Series: Environment and You - Policies and Measures for Environmental Governance
The speaker for this lecture was Dr. Jian-Zhong Shen, the Vice President of the National Environmental Research Institute. The lecture focused on the environmental issue of "Climate Change and Governance." The content began with the early formation of the Earth and quickly transitioned to the emergence of human society, emphasizing the interaction between human society and the natural environment. The speaker first introduced the various purposes for which human societies utilize natural resources and the initial management systems in place, highlighting the wisdom of traditional societies in balancing environmental pressures with resource utilization. With the arrival of the Industrial Revolution, the development of technology and machinery not only fueled large-scale population growth but also intensified the exploitation and destruction of the environment, leading to increasingly severe environmental issues. The modern system of governance and power operation began at the highest levels of the constitutional framework. The lecture discussed the interaction between the executive and legislative branches under different political systems, and how these interactions affect the formulation of laws and policy tools. The speaker then delved into various environmental issues, including air pollution, climate change, green energy transformation, water resource management, marine conservation, land and soil conservation, and forest resource protection, providing an overview of the regulations and governance tools the government has adopted to address these issues. In addition, the lecture included an in-depth analysis of current environmental challenges, such as the rapid reduction of Antarctic sea ice, the impact of rising global temperatures on water resources in arid areas, soil erosion, and the loss of vegetation, with supporting data provided for these analyses. Finally, the speaker discussed Taiwan's environmental governance situation, the public issues arising from climate change, the definition and formulation of public policies, and how these issues are analyzed and addressed within the public administrative structure, including Taiwan's greenhouse gas management framework.
