He further analyzed the Teachers’ Act and related regulations, pointing out the practical challenges in handling incompetent teachers, such as difficulty in fact-finding, over-litigious internal proceedings, and the limited authority of professional review committees. In response to these issues, he suggested leveraging professional teaching standards and evaluation criteria to reinforce procedural justice and improve the overall implementation of faculty evaluation mechanisms and educational legislation. Regarding civil service careers, Mr. Chung shared his personal journey to encourage students to better understand the nature and value of working in the public sector. He provided practical tips for preparing for national civil service examinations and emphasized the importance of professional development, collaboration, and policy communication once entering public service.
