Brief introduction to the organizational structure and key policies of the sports department
The presentation by the Department of Sports Facilities Planning, Ministry of Sports, focused on the future blueprint for sports facilities in Taiwan, emphasizing a national land planning approach to assess existing venues and potential land use across the country, promoting six principles: standardization, popularization, accessibility, professionalization, sustainability, and industrialization. The presentation outlined four sections within the Department of Sports Facilities Planning, responsible for overall policy regulation, construction of recreational facilities, enhancement of competitive training venues, and sustainable development, aiming to create a diverse and inclusive sports environment. Regarding standardization, the presentation proposed developing basic guidelines for venue facilities and establishing a tiered evaluation system to ensure consistent venue quality nationwide. Popularization strategies involve new construction, revitalization of existing facilities, and inter-ministerial cooperation, moving towards smaller, community-based, and multi-site construction to expand public participation in sports. Accessibility measures encourage local governments to install barrier-free facilities and add facilities for sports companions, promoting the integration of people with disabilities and diverse ethnic groups. Professionalization focuses on coordinating the use of spectator and competitive venues, strengthening application review and engineering guidance, and establishing national sports training bases incorporating sports science elements. The sustainability plan introduces green venue guidelines, requiring large venues to balance event needs with long-term operation, allowing for expansion flexibility and promoting energy efficiency upgrades. Industrialization involves developing strategic design principles and enhancing the value of existing venues through energy consumption diagnostics. The presentation mentioned the ongoing "Public Sports Facilities Construction Planning and Land Inventory Survey Project," which plans resource allocation from a national land perspective; and the "International Multi-Sports Event Venue Facility Planning and Overall Inspection Technical Service Project," which consolidates OCA event standards to lay the foundation for bidding for international events. The presentation highlighted that sports facilities are not merely about infrastructure construction, but also about policy integration and social inclusion. Through public-private partnerships and technological applications, the number of people regularly exercising can be effectively increased, strengthening Taiwan's sports diplomacy and industrial competitiveness. Overall, this plan contributes to achieving sports equality and sustainable development and is worthy of emulation by all levels of government.
