This lecture, titled “Introduction to the Transfer of Development Rights (TDR) System in New Taipei City Urban Planning,” features a special presentation by Director Chang Ji-En of the Development Management Division, Urban and Rural Development Bureau, New Taipei City Government. The course provides an in-depth explanation of the legal framework, application procedures, and practical operation of the urban planning TDR system, as well as case studies on its application in urban renewal and land development. It aims to help students understand the importance of TDR in urban development and spatial governance, while also gaining insight into current policy directions and implementation practices in New Taipei City. Through this lecture, participants will further enhance their professional knowledge of urban renewal, land use, and development management.
