Holding Symposium of Crucial Issues in National Spatial Space and Compiling the Spatial Plan White Paper

Within the Sustainable Development Goals (SDGs) designed by the UN, the 11th goal is Sustainable Cities and Communities which is intended to make cities and human habitation compatible, safe, resilient, and sustainable. Although the scale of goal to be a sustainable city is large, the indicators truly implement on "people." The basic targets are providing safe and affordable housing, building affordable and sustainable transport systems, enhancing inclusive and sustainable urbanization, protecting the world's cultural and natural heritage, reducing the adverse effects of natural disasters, reducing the environmental impacts of cities, providing access to safe and inclusive green and public spaces, etc. To achieve the goal, we have to keep a core concept which is “making people all have the concepts of being a sustainable city." That is because the city is not inorganic and passively controlled by policies. It is composed of people, which means the interaction between people and policies do influence cities. Professor An-ting, Cheng of Urban Development Department is investigating a project, contracted out by Construction and Planning Agency Ministry of the Interior, called” Holding Symposium of Crucial Issues in National Spatial Space and Compiling the Spatial Plan White Paper.” This project is to build a bridge between people and policies with the features of white papers: policing, guidance, and simplicity. It not only organizes the huge content of the National Spatial Plan into an easy-to-understand structure, but also uses plain words to facilitate people to understand the content. On the other hand, it also creates a platform where the people can participate and provide suggestions about the National Spatial Plan, which can make the National Spatial Plan much more closer to people and promote the implementation of being a sustainable city. During the one-year implementation of the plan, Pro. Cheng's team reorganized the problems on present Taiwan's national territory and potential development issues, made suggestions to the governments and understand more about every place in Taiwan. In addition, a number of symposiums and orientations on the Northern, Middle, Southern and Eastern Taiwan are also held to collect the advises of people from all over Taiwan and all the comment would be reorganized and put into the National Spatial Plan White Paper.
