【USR】Integration and Diffusion of Medical-Elderly Care and Higher Education Perspectives: Constructing a Social Prescription and Linking Worker Innovation and Development Hub - When Disability Certification and Special Education Assessment Are Misaligned: A Case Study of Children with ADHD

Lecture Title: When Disability Certification and Special Education Assessment Do Not Align — The Case of Children with ADHD This lecture aims to guide students in understanding the systemic gap between Taiwan’s disability certification process and the special education assessment mechanism. Featuring Dr. Liu Wei-Hong, a family medicine physician with rich clinical experience, the session explores the evolution of relevant systems, certification standards, and the practical implementation of functional assessment procedures. It also encourages students to reflect on how certification outcomes impact educational placement and access to resources. Focusing on children with ADHD as the core case, the lecture clarifies their neurobehavioral characteristics and diagnostic criteria, and delves into the ongoing policy debate and societal views on whether ADHD should be included in the official disability categories. Through in-depth case studies and institutional analysis, students are encouraged to move beyond a single-perspective approach and develop interdisciplinary understanding and dialogue across the medical, educational, and familial domains. This course aspires to cultivate students' critical thinking and practical sensitivity when addressing disability identification and resource allocation issues, thereby enhancing their professional judgment and response capabilities in the fields of special education, social work, and public policy.
